Aug 19 (Reuters) - Several U.S. government agencies warned that unidentified hackers are trying to breach devices made by Siemens that are used to monitor and operate water facilities and other critical infrastructure systems, according to a cybersecurity advisory published on Wednesday. The warning comes amid widespread cyber incidents targeting local water systems in multiple states in recent weeks in attacks cybersecurity experts suspect are linked to Iran. The advisory describes an "active threat" to all Siemens S7 Series programmable logic controllers across multiple critical infrastructure sectors, including manufacturing, energy, water and wastewater, chemical, food and agriculture facilities, according to the warning issued by the National Security Agency, FBI, Department of Energy, Environmental Protection Agency and the Department of Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA). Depending on specific circumstances, compromises of these devices could lead to the disruption of critical processes, safety incidents, downtime or equipment damage, the compromise of sensitive data, compliance violations and cascading impacts across interconnected systems, the government warned. Siemens did not immediately respond to a request for comment. According to the advisory, the hackers are using AI to dramatically reduce the technical expertise and time required to develop exploits that can successfully compromise the systems, the agencies said. CISA warned on July 30 of a significant increase in hackers targeting programmable logic controllers, following on a July 22 advisory warning of Iranian-affiliated hackers exploiting such devices manufactured by Siemens, Rockwell Automation and Schneider Electric. Federal officials have stopped short of formally linking Iran to the recent attacks on local water systems, while President Donald Trump said on July 31 that he did not believe Iran was involved. Instead, he blamed it on Minnesota, the first state to report a wave of at least 30 water-related cyber incidents that occurred on July 26 and July 27.

WASHINGTON, Aug 19 (Reuters) - The board that oversees Washington Dulles airport voted on Wednesday to approve a $19.9 billion overhaul plan that includes $3.75 billion to build new underground tunnels to replace slow vehicles that transport passengers across the tarmac. The $6.2 billion reconstruction of the main terminal at the primary international airport serving the Washington D.C. region is set to begin in late 2027, the Metropolitan Washington Airports Authority said. The new tunnels and automated passenger transportation system and a new concourse are expected to be completed by 2034, as will renovations to the main terminal. The cost to airlines for boarding passengers is set to rise to between $60 and $65 by about 2038, the authority said, up from $13 currently. The increase is to cover $1.1 billion of the costs of the new tunnels and automated transit system. President Donald Trump announced the $22 billion plan last month, including a massive parking garage and transportation center that were not included in the $19.9 billion proposal approved on Wednesday. The latest in a series of major Trump projects in and around the U.S. capital includes 5 million square feet of new or renovated airport space. It is one of the largest U.S. airport overhauls ever proposed and will be funded largely through $14.2 billion in new municipal bonds. The airport authority had already approved $4.4 billion of the total. Dulles was the fastest-growing large U.S. airport last year, with passenger numbers rising 6.4% to 29 million. This fall, it ?will ?gain a new 14-gate concourse serving United Airlines customers. United accounts for about 70% of passenger traffic at Dulles.

NAIROBI, Kenya (AP) — Seven people, including five Americans, were killed when a safari helicopter crashed Wednesday morning in a remote part of northern Kenya, according to local police and the State Department. The helicopter crashed at 9:13 a.m. while flying from the Loisaba Conservancy to the Ewaso Nyiro area in Samburu County, according to the Kenya Civil Aviation Authority, which said in a statement that an investigation was underway. It said there were seven people on board — six passengers and the pilot. Late on Wednesday, David Nkoroi, the police commander for Samburu, told reporters that all seven people on board had died. In Washington, the State Department said five of those killed were U.S. citizens. “The U.S. Embassy is in touch with local authorities and is providing consular assistance,” it said. “We extend our deepest condolences to the families and loved ones on their loss.” The identities of the victims were not revealed but a local television station in Miami, Florida, said that one of those killed had been an executive with Telemundo, the U.S.-based Spanish-language network owned by NBC Universal. It identified the executive José Suárez, 55, president and GM several Telemundo stations in Florida. “We are heartbroken to learn the tragic news that José was killed in a helicopter accident in Kenya," the NBC affiliate in Miami quoted from a joint statement from NBC Universal and Telemundo leadership. The helicopter crashed in a rugged area in the foothills of Mount Ololokwe, a popular tourist destination in the country, local media reported. The helicopter, owned by local company Lady Lori Helicopters, was carrying guests with travel company &Beyond. Lady Lori Helicopters said in a statement that the aircraft was operating a charter flight when it crashed. Tropic Air Kenya, a local safari operator, said in a statement that it dispatched two of its helicopters to aid search and rescue operations. The aviation authority said the aircraft was a Eurocopter EC130 B4. The Kenya Red Cross said that its emergency response teams were “participating in a multiagency response effort as rescue teams work to access the crash site.” Helicopter crashes have happened with increasing regularity in Kenya, which has a vibrant tourism industry that depends on domestic carriers to ferry visitors to distant places like Mount Ololokwe. In February, a legislator was among six people who died after a helicopter crash in a hilly area of western Kenya.

A 19-year-old man is under arrest in connection with the stabbing death of a Virginia woman. Fairfax County police say Alexis Antonio Cedillos-Campos is charged in the killing of 42-year-old Carmen Lizet Puch. She was found unconscious Monday morning near her car in Great Falls. Police say she had upper-body trauma and was pronounced dead at the scene. Federal sources say Cedillos-Campos is an undocumented immigrant from El Salvador who entered the country through El Paso, Texas, under the Biden administration in 2024.

WASHINGTON (AP) — The Justice Department is defending its prosecution of former FBI Director James Comey and says there's "no serious dispute” that a social media post of seashells he made could be understood as a threat against President Donald Trump. Prosecutors late Tuesday also called into question Comey’s account that he found the seashells in the numerical arrangement “86 47” while walking on a North Carolina beach. Trump is the 47th president. Prosecutors say Comey intended a physical threat or knew that the number 86 could suggest violence. Comey's legal team calls it a vindictive prosecution and says Comey’s post didn't amount to a true threat.

WASHINGTON, Aug 19 (Reuters) - U.S. President Donald Trump said Wednesday that he planned to meet with North Korean leader Kim Jong Un, and said the Asian nation held 57 "very powerful" nuclear weapons. The remarks come as Trump ordered Pentagon officials to cut short joint exercises with the South Korean military, writing in a Sunday social media post that they sent a message to Pyongyang that was "totally inappropriate and hostile, to a Country that, as long as Donald J. Trump has been President, has been unthreatening and respectful." During Trump's first term, Kim called Trump a “mentally deranged U.S. dotard” and threatened that he had use of a "nuclear button" on his desk. The leaders' relationship cooled after face-to-face meetings in 2018 and 2019, including a brief exchange at the demilitarized zone between the Koreas in which Trump became the first sitting U.S. president to step into North Korean territory. "I know Kim Jong Un very well, and he's going to be fine as long as we have a smart president," Trump told reporters Wednesday during a tour of the helipad he is constructing on the White House's historic south lawn. "The fact that I get along with him - hat's a good thing, not a bad thing. He has 57 very powerful nuclear weapons," Trump said. "They should have never allowed it. If I were president, I wouldn't have allowed it. But he's got them." There have been varying estimates by experts over the years on how many nuclear weapons North Korea has. In June, the Stockholm International Peace Research Institute estimated that North Korea has "possibly assembled around 60 warheads, possesses enough fissile material to produce at least 30 more."

Prosecutors in the murder case against Tyler Robinson are pointing to an engraved bullet as evidence that conservative activist Charlie Kirk was targeted because of his politics. Robinson, 23, is charged with aggravated murder and other crimes in Kirk’s killing at Utah Valley University on Sept. 10. He has not yet entered a plea. In a court filing Tuesday, prosecutors said a bullet found in the suspected murder weapon carried the inscription, “Hey Fascist! CATCH!” They argue the message is an “overt political reference” that helps establish Robinson’s alleged political motivation. Prosecutors also cited an alleged text message from Robinson about Kirk that said he had “enough of his hatred.” Robinson’s attorneys have argued the message alone is not sufficient to prove that the killing was politically motivated. The issue could have major implications for Robinson’s potential punishment. Prosecutors are seeking the death penalty and argue that targeting Kirk because of his political views qualifies as an aggravating factor supporting capital punishment. Investigators have also presented DNA evidence they say links Robinson to the suspected murder weapon and a tool allegedly used to engrave the ammunition. Defense attorneys have questioned the reliability of some of that evidence. A judge is expected to hear additional arguments from both sides on Sept. 1 before deciding whether the case should advance to trial.

A former senior adviser to Dr. Anthony Fauci has pleaded guilty to conspiring to conceal federal records related to research into the origins of the COVID-19 pandemic. Dr. David Morens, 78, pleaded guilty Tuesday in federal court in Maryland to conspiring to defraud the U.S. government. The felony carries a maximum sentence of five years in prison. His sentencing is scheduled for Nov. 12. Prosecutors accused Morens of using a private email account while working at the National Institute of Allergy and Infectious Diseases to intentionally circumvent federal public records laws. The Justice Department says he concealed or destroyed records involving discussions of COVID-19 research grants, including efforts to revive a controversial coronavirus research grant. The case followed a House Republican investigation into the origins of the pandemic that scrutinized Morens’ communications and whether federal officials attempted to avoid transparency requirements. Morens previously denied during congressional testimony that he intentionally used his personal email to evade federal records laws. His attorney said following Tuesday’s plea that Morens has taken responsibility for his actions. Fauci has not been charged in the case. He invoked his Fifth Amendment right against self-incrimination during a congressional hearing in July and recently declined to voluntarily appear before another Senate panel following a Republican-led contempt vote.

A Massachusetts woman who brought homemade firebombs to the U.S. Capitol and told police she intended to kill Treasury Secretary Scott Bessent has been sentenced to six years and one month in federal prison. Riley English, 26, pleaded guilty in March to two weapons charges stemming from her arrest at the Capitol in January 2025. Investigators said English was carrying two homemade Molotov cocktails, a folding knife and a lighter when she approached Capitol Police. Prosecutors said English traveled from Massachusetts to Washington intending to target several Republican political figures, including Bessent, Defense Secretary Pete Hegseth and House Speaker Mike Johnson. Authorities said she also discussed burning down the Heritage Foundation and told officers she had been influenced by Luigi Mangione, who was charged in the killing of UnitedHealthcare CEO Brian Thompson. English ultimately focused on Bessent after learning about his Senate confirmation proceedings. Bessent was not at the Capitol when English arrived, and the judge noted that the homemade firebombs appeared incapable of igniting. No one was injured. Federal prosecutors sought a sentence of more than 10 years, describing the case as a planned attempted political assassination. U.S. District Judge Rudolph Contreras instead imposed just over six years, followed by three years of supervised release. English will receive credit for nearly 20 months already spent in custody. English told the court she never wanted to hurt anyone. Her defense said she was experiencing a mental health crisis and abusing drugs at the time of the incident.

President Donald Trump has delayed new 50% tariffs on billions of dollars in Canadian imports for three days, saying the United States and Canada have reached a trade deal. Canadian officials, however, say important issues still need to be resolved. The tariffs had been scheduled to take effect Wednesday and would cover nearly $20 billion worth of Canadian goods, including dairy products, wine, cement, furniture and other products. Unlike some previous tariffs, the new duties were also set to apply to goods that qualify for preferential treatment under the U.S.-Mexico-Canada Agreement. Trump announced the three-day pause after speaking with Canadian Prime Minister Mark Carney. The president said the two countries had reached a deal, though details have not yet been finalized or publicly released. Carney said the two sides have made substantial progress but cautioned that significant work remains. Negotiators are continuing discussions over several sticking points, including automobiles, dairy products and alcohol. U.S. Trade Representative Jamieson Greer said a potential agreement would expand market access for American businesses and include provisions involving economic security and digital trade. The temporary pause gives Washington and Ottawa until later this week to work through the remaining issues and finalize an agreement before the 50% tariffs could take effect.
